Families and Individuals who exit 1) life on the streets, 2) from shelters and transitional housing programs, and 3) from public and private systems of care and obtain permanent affordable housing but remain at-risk-to-homelessness

In order to help families and individuals exit their lives on the streets and from shelters and transitional housing programs, affordable housing must be available. Also, in order for them to maintain their housing, often supportive services must be available when needed.

Thus, the City of Pasadena 10-Year Strategy to End Homelessness will focus on:

a. providing permanent supportive housing which is defined by HUD as permanent affordable housing that provides supportive services to occupants. Such housing includes Shelter Plus Care, which provides rental assistance to homeless persons with disabilities, and Section 8 Moderate Rehabilitation for Single Room Occupancy (SRO) Dwellings for occupancy by one (1) person;

b. providing a Safe Haven Program, which is defined by HUD as permanent affordable housing that provides supportive services to chronically homeless persons, particularly persons with mental illness;

c. providing permanent affordable housing for low income households with incomes 80% or less of the median household income of the City of Pasadena.
